Positive Behavioral Intervention & Supports (PBIS) is a framework or approach for assisting school personnel in adopting and organizing evidence-based behavioral interventions into an integrated continuum that enhances academic and social behavior outcomes for all students.

  • PBIS IS NOT a packaged curriculum, scripted intervention, or manualized strategy.
  • PBIS IS a prevention-oriented way for school personnel to (a) organize evidence-based practices, (b) improve their implementation of those practices, and (c) maximize academic and social behavior outcomes for students.
  • PBIS supports the success of ALL students.

The OSEP Technical Assistance Center on Positive Behavioral Interventions and Supports (PBIS) provides a network of materials, tools, measures, and training opportunities that allows efficient access to PBIS content.

Progress monitoring involves frequent measurement to determine whether students are making adequate behavioral progress toward a specific preset goal with critical skills and current instruction. These assessments should be administered as part of the instructional routine: weekly, biweekly, or monthly depending on student needs. The more intense the intervention (Tiers 2 and 3), the more frequent progress monitoring should occur.

The National Center on Intensive Intervention’s behavior progress monitoring chart is a dynamic tool that rates various behavior progress monitoring tools on various technical standards.

The Behavior Intervention Tools Chart is designed to assist educators and families in becoming informed consumers who can select interventions that best meet their individual needs. The National Center on Intensive Intervention’s Technical Review Committee (TRC) on Behavior Interventions independently established a set of criteria for evaluating the scientific rigor of studies demonstrating the efficacy of instructional intervention programs. The TRC rated each submitted study against these criteria but did not compare it to other studies on the chart. (Please Note – The presence of a particular program on the chart does not constitute endorsement and should not be viewed as a recommendation. Additionally, all submissions to the TRC review process were voluntary.)

A sampling of evidence-based interventions and associated resources that can be used in the classroom. Short intervention briefs, modeling videos and overviews of the evidence base for the interventions are presented for each EBI.


Intervention Central provides teachers, schools and districts with free resources to help struggling learners and implement Response to Intervention and attain the Common Core State Standards.


The National Center on Intensive Intervention’s collection of sample lesson’s and activities is intended to assist special education teachers, interventionists, and others working with students with intensive needs. The materials include intervention guidance, sample activities, and materials necessary to complete the activities. They are not intended to be used as an intervention, but can provide support for developing and customizing lessons to meet student needs.

Behavior Strategies to Support Intensifying Interventions

The What Works Clearinghouse (WWC), established in 2002 as an initiative of the Institute of Education Sciences (IES) at the U.S. Department of Education, promotes informed education decision making by providing educators, policymakers, researchers, and the public with a central and trusted source of scientific evidence about “what works” in education. Through systematic reviews to identify rigorous research, the WWC provides educators with credible and reliable evidence that they can use to make informed decisions.


Student success in the PBIS model requires fidelity of implementation in the delivery of content and instructional strategies specific to the behavioral needs of the students. To ensure fidelity, it is imperative that teachers, administrators, and districts continuously engage in evaluation processes to determine the effectiveness of one’s interventional approaches and systems.

Several tools have been developed to evaluate implementation within PBIS. The OSEP Technical Assistance Center on Positive Behavioral Interventions and Supports (PBIS) provides a list of tools ranging from the School-wide Evaluation Tool (SET) to the Functional Assessment Checklist for Teachers and Staff (FACTS).

  • Benchmarks of Quality (BoQ) – used by teams to evaluate the status of School-wide PBIS supports and to provide a way to assess and identify areas of strength and need for establishing future action plans for sustained implementation.
  • School-wide Evaluation Tool (SET) – designed to assess and evaluate the critical features of school-wide effective behavior support across each academic school year.
